Hydroelectric dams drastically reduce tropical forest biodiversity

A press release from the University of East Anglia: Widely hailed as ‘green’ sources of renewable energy, hydroelectric dams have been built worldwide at an unprecedented scale. But research from the University of East Anglia reveals that these major infrastructure projects are far from environmentally friendly.

A study published today in PLOS ONE reveals the drastic effects of the major Amazonian Balbina Dam on tropical rainforest biodiversity. The research reveals a loss of mammals, birds and tortoises from the vast majority of islands formed by the creation of the vast Balbina Lake, one of the world’s largest hydroelectric reservoirs.

Lead author Dr MaĆ­ra Benchimol..., a former PhD student at UEA and now at Universidade Estadual de Santa Cruz, Bahia, Brazil, said: “Hydroelectric dams have been thought to be an environmentally friendly source of renewable power – and in recent years they have been built to supply the burgeoning energy demands of emergent tropical countries. Previous studies have shown that large dams result in severe losses in fishery revenues, increases in greenhouse gas emissions, and socioeconomic costs to local communities. Our research adds evidence that forest biodiversity also pays a heavy price when large dams are built.

Prof Carlos Peres, from UEA’s School of Environmental Sciences, said: “Of course, it is widely known that dams cause massive population losses in terrestrial and tree-dwelling species within lowland forest areas that are flooded. However, we’re only beginning to realize the staggering extent of extinctions in forest areas that remain above water as habitat islands.

“The Brazilian government is currently planning to build hundreds of new dams in some of the world’s most biodiverse tropical forest regions. But the high biodiversity costs of mega dams should be carefully weighed against any benefits of hydropower production.”...

Who owns the NIle?

Geeska Africa Online: After years of conflict about control over the Nile, Ethiopia, Egypt and Sudan have now apparently chosen the path of co-operation over open dispute. Politicians are demonstrating unity, but observers warn that not all differences have been resolved. Many residents of the Ethiopian capital are well equipped with candles, generators and an ample supply of patience in order to cope with the regular power outages in Addis Ababa. During a recent state visit, Egyptian President Abdul Fattah al-Sisi experienced first hand a power blackout that lasted a number of hours. It was almost as if the Ethiopian capital wanted to demonstrate to him the urgent need for electricity from the Grand Ethiopian Renaissance Dam (GERD).The gargantuan project, located on the upper course of the Blue Nile in Ethiopia, has been a source of tension between the neighbouring states for years. The reason for this is that Egypt is also heavily dependent on the river. In 2013, Sisi’s predecessor, Mohamed Morsi, even indirectly threatened Ethiopia with war out of fear his country could suffer a water shortage.

For the past few years, the government in Addis Ababa has been ambitiously pursuing the construction of the largest hydroelectric project ever to be built in Africa, located in the Benishangul-Gumuz Region of Ethiopia near the border with Sudan.

With a population of around 90 million, Ethiopia is the second most populous country on the continent after Nigeria. This aspiring economic power aims to satisfy its energy requirements through the construction of a series of dams along the Blue Nile. The centrepiece of this policy is the over 3-billion-euro GERD project, which upon completion should produce 6,000 megawatts of electricity – as much as five nuclear power plants. Ethiopia thereby aims to achieve greater independence from crude oil imports and simultaneously provide a stimulus for its emerging industrial sector. In addition, the government in Addis Ababa plans to alleviate its chronic shortage of foreign currency by selling up to 2,000 megawatts of energy to its African neighbours, including Egypt. Although the first supply agreements have already been signed, many conflicts remain unresolved.

Some 160 million people live in the Nile Basin. The desert nation of Egypt fears that upon completion, GERD will quite literally leave Egyptian farmers high and dry with nothing to irrigate their fields, claiming that once the 1,680-square-kilometre reservoir has been flooded, water will evaporate in the heat. Egypt already experienced something similar with the opening of the Aswan Dam in 1971. Egypt and Sudan have even invoked colonial treaties dating back to 1929 and 1959, which guarantee both countries an almost 90 per cent share of the water flow from the Blue Nile and the White Nile as well as ensuring the right of veto over any construction plans....

Ethiopian dam deal ignores science, warn experts

Rehab Abd Almohsen in SciDev.net: Water scientists from Egypt have raised concerns over a declaration governing the Grand Ethiopian Renaissance Dam that is meant to ensure fair access to Nile water for countries downstream.

The Declaration of principles, which the leaders of Egypt, Ethiopia and Sudan signed in Khartoum, Sudan, on 23 March, is meant to regulate Nile water use following political upheaval over the dam, which is about a third into its construction.

Talking to SciDev.Net, scientists monitoring the declaration’s creation have warned that concerns over the dam’s impact on the environment and local people have been sidelined for gains in political negotiations.

Nader Noureddine, a water resources and soil researcher at Cairo University, says the technical committee appointed by all three countries to oversee the dam’s construction will be allowed to study documents provided by the Ethiopian government, but “will not be allowed to visit the dam or to witness the work on the site”. This, Noureddine says, will seriously impact its ability to make an evidence-based assessment of the dam’s environmental impacts.

“They are not even allowed to discuss issues like the width of the reservoir and specifications of the dam,” Noureddine says. A report from the committee is due to be issued in around 15 months.

Meanwhile, Dia El-Din Ahmed El-Quosy, a professor at Egypt’s National Water Research Center and former advisor to the country’s Ministry of Water Resources and Irrigation, says: “The agreement is free of any technical details, such as how the dam reservoir will be filled.”...

Egypt's Al-Sisi and Ethiopia’s Prime Minister agree on further Renaissance Dam coordination

The Daily News (Egypt): President Abdel Fattah Al-Sisi said Egypt does not oppose Ethiopia’s right to development through implementation of projects on the River Nile, in a Thursday meeting with Ethiopian Prime Minister Hailemariam Desalegn. Al-Sisi added, however, that there should be consideration of Egypt’s water rights, particularly as the river Nile constitutes the only source of the country’s water needs.

The meeting came on the sidelines of the 24th Ordinary Session of the Assembly of Heads of State and Government of the African Union (AU) in Ethiopian capital, Addis Ababa. Al-Sisi and Desalgen agreed that the solution for the Grand Ethiopian Renaissance Dam (GERD) issue will be coordinated through a joint commission, according to an official presidential statement by spokesperson.

During his short visit, Al-Sisi also held several bilateral meetings with the presidents of Tunisa, Tunisia, Uganda, Djibouti, South Sudan and the prime minister of Sweden, amongst others.

...The GERD has been an issue of contention and tripartite talks between Ethiopia, Egypt, and Sudan. The latter two nations have expressed concern over the potential impact the hydroelectric dam could have on their share of vital River Nile water.

The foreign ministers of Egypt and Ethiopia expressed in November mutual recognition for the water rights of each other’s nations following the fifth session of the Egyptian-Ethiopian joint committee in Addis Ababa. ...

Egypt denies Ethiopia row over dam study deadline

Nazret.com via Anadolu Agency: Egyptian Irrigation Minister Hossam Moghazi on Friday denied reports that Ethiopia had asked to extend the deadline for a technical study on the anticipated impact of a controversial mega-dam that it is building on the Nile River's upper reaches. "The agreement between Cairo, Addis Ababa and Khartoum to allow a six-month period for carrying out the evaluation has not changed," Moghazi told The Anadolu Agency.

In recent days, certain Egyptian media outlets had reported that Ethiopia had asked to extend the sixth-month deadline to two years. Moghazi, however, said some research firms that had been shortlisted by a tripartite technical committee to conduct two impact studies on Ethiopia's dam project had asked to postpone submission of their proposals.

He added that the committee had given the firms a December 30 deadline by which to submit proposals.

Since September, a Tripartite National Committee – a 12-member experts' panel responsible for aiding implementation of recommendations issued by an International Panel of Experts – has held two working sessions in Addis Ababa and Cairo.

At the two meetings, representatives of the three countries were able to produce a list of seven firms, one of which will be selected to conduct the studies.

Ethiopia says the multibillion-dollar Grand Ethiopian Renaissance Dam is needed to generate badly-need energy. The project has strained Ethiopia's relations with downstream Egypt, which fears the project will reduce its historical share of water...

Drying of Botswana's Gaborone dam due to insufficient rain

Mmoniemang Motsamai in AllAfrica.com via the Daily News (Botswana): Minister of Minerals, Energy and Water Resources, Mr Kitso Mokaila has told Parliament that the drying up of Gaborone Dam and its inability to accumulate water was a result of insufficient rain in Gaborone and its catchment areas. "The fact that there had been no rains here and certainly the history of rainfall in Gaborone can be confirmed by Metrological Services", said Mr Mokaila.

He also brushed aside sentiments that small dams up stream could be responsible for the drying up of the Gaborone Dam, saying, instead such dams had been a blessing in disguise because they had been depositing water into the dam.

The Gaborone Dam is currently at 5.4 per cent, yielding 14 million litres of water a day, but had the capacity to yield 88 million litres of water a day. "And maybe in the next two weeks it will be dry and we won't be able to extract anything out of it," the minister said.

He further told MPs that when government realised the need for standardised water issues, it took a decision to give Water Utilities Corporation the authority to supply water to the nation. He said at the time, WUC was supplying water to main towns from dams and that councils were using boreholes to supply water to individual villages with water affairs doing the same.

Mr Mokaila said, however, that the charges were not standard to all the areas and it was imperative for one authority to do so. For example; he said Molepolole was paying P2.60 per kilo-litre while Selebi Phikwe was paying P1.30.

With regards to the provision of water in the southern region, he said government went a step further to negotiate with states along the Zambezi River for Botswana to source water from the Zambezi River to water the Kgalagadi-Tsabong area....

Tibetan mega-dam begins operation

Terra Daily via AFP: China has begun generating electricity from Tibet's biggest ever hydropower project, state-run media reported, the latest dam development on Himalayan rivers which has stoked fears in neighbouring India.

The first generating unit of the 9.6 billion yuan ($1.6 billion) Zangmu Hydropower Station, which stands more than 3,300 metres above sea level, went into operation on Sunday, China's official Xinhua news agency said.

The dam on the Yarlung Zangbo river -- known as the Brahmaputra in India, where it is a major waterway -- will be 116 metres (381 feet) high when completed next year, according to reports.

It will have a total generating capacity of 510,000 kilowatts, Xinhua said, making it the largest dam ever built on the Tibetan plateau.

"The hydropower station will solve Tibet's power shortage, especially in the winter," Xinhua quoted an official from the Tibet Electric Power Co. as saying. India has previously expressed concern about damming the Brahmaputra, one of the largest Himalayan rivers and a lifeline to some of India's remote, farm-dependent northeastern states....

India’s largest dam given clearance but still faces flood of opposition

Janaki Lenin’s India Untamed via the Guardian (UK): Six years ago, former Indian prime minister Manmohan Singh laid the foundation stone for the 3,000MW Dibang multipurpose dam project. The dam, to be built across the Dibang river, in the north-eastern state of Arunachal Pradesh, will be the country’s largest. The state plans to build more than 160 dams in the coming years.

Dibang dam will not only generate power but supposedly control floods in the plains of neighbouring Assam state. The dam’s reservoir was estimated to submerge 5,000 hectares (12,000 acres) of dense forests along the Dibang river valley. The forest advisory committee (FAC), which examines the impact of infrastructure projects on wilderness areas, was appalled and rejected it.
For a project so large, the environmental impact assessment (EIA) failed to assess critical components of the project and was widely criticised for inadequately predicting the dam’s effects on the environment. Its evaluation of impacts on wildlife is a farce. The authors of the document list creatures not found in that area, such as Himalayan tahr, and concocted species not known to exist anywhere in the world, such as brown pied hornbill. Of the ones they could have got right, they mangled the names, referring to flycatchers as ‘flying catchers’ and fantail as ‘fanter’.

In his scathing critique, Anwaruddin Choudhury, an expert on the wildlife of north-east India, sarcastically concluded the EIA makes a case for the project to be shelved, as Dibang was the only place in the world “with these specialities!” Despite listing these amazing creatures, the EIA goes on to say “no major wildlife is observed”.

In a similar vein, the document claims only 301 people will be affected by the dam. Authorities must be puzzled that a project with so few affected people should be opposed by so many. Protests by local people began soon after the inaugural stone was laid in 2008. Since then large crowds have disrupted public hearings. On 5 October 2011, police fired on one such mass demonstration, injuring 10 people. Regional authorities branded anti-dam protestors as Maoist rebels, further angering them....

Rivers recover natural conditions quickly following dam removal

Oregon State University News and Research Communications: A study of the removal of two dams in Oregon suggests that rivers can return surprisingly fast to a condition close to their natural state, both physically and biologically, and that the biological recovery might outpace the physical recovery.

The analysis, published by researchers from Oregon State University in the journal PLOS One, examined portions of two rivers – the Calapooia River and Rogue River. It illustrated how rapidly rivers can recover, both from the long-term impact of the dam and from the short-term impact of releasing stored sediment when the dam is removed.

Most dams have decades of accumulated sediment behind them, and a primary concern has been whether the sudden release of all that sediment could cause significant damage to river ecology or infrastructure. However, this study concluded that the continued presence of a dam on the river constituted more of a sustained and significant alteration of riv
er status than did the sediment pulse caused by dam removal.

“The processes of ecological and physical recovery of river systems following dam removal are important, because thousands of dams are being removed all over the world,” said DesirĆ©e Tullos, an associate professor in the OSU Department of Biological and Ecological Engineering.

“Dams are a significant element in our nation’s aging infrastructure,” she said. “In many cases, the dams haven’t been adequately maintained and they are literally falling apart. Depending on the benefits provided by the dam, it’s often cheaper to remove them than to repair them.”...

Sand dams' bank water for dry season in semi-arid Kenya

Isaiah Esipisu in AlertNet: Barely a month after heavy rains pounded Kenya, many seasonal rivers in the country’s semi-arid east are already drying up, and residents are preparing for the months-long dry season.

But some, like Paul Masila and other members of  the Woni Wa Mbee self-help group, are not worried about the looming dry spell. Instead, they are preparing to plant crops or are harvesting fields they planted before the rains.

The group – the name means “progressive vision” in Kamba, the local langage – have revolutionised the region’s fortunes by finding a way to store millions of litres of water under the bed of the Kaiti River, providing the once-parched community with water for domestic use and irrigation throughout the year. “Drought will never again be a problem, particularly for future generations,” said Titus Mwendo, a 31-year-old farmer in Miambwani, in the Eastern region’s Makueni County.

.... Woni Wa Mbee and other self-help groups in the area, aided by local non-governmental organisations, have found a way to trap and store the Kaiti’s water in its own sandy riverbed, keeping water available for months after the river has disappeared.

“The water reservoirs are called sand dams,” said Kevin Muneene, chief executive officer of the Utooni Development Organisation, one of the supporting NGOs. Over the past two years, the organisation has helped 80 self-help groups construct 1,528 sand dams in arid and semi-arid areas of Kenya’s Rift Valley and Eastern region.

To make a dam, he said, a high concrete barrier is constructed across a seasonal river. When it rains, the water carries sand downstream, depositing it up to the level of the barrier. When the rains finish, water remains trapped in the piled-up sand for up to a kilometre upstream of the dam, depending on the dam’s height. “A well-constructed sand dam has 60 percent of its volume as sand, while the remaining 40 percent is always water,” said Muneene, an expert in sand dam construction....

Planned dams threaten Cambodia's food security

IRIN: The planned construction of 88 hydroelectric dams in the lower Mekong basin by 2030 will cause food security challenges in Cambodia, experts say. “Cambodia is going to pay the highest price for dam development basin-wide, to the point of affecting the food security of its 80 percent rural population,” Eric Baran, a specialist with the WorldFish Centre, an international research NGO based in Phnom Penh, told IRIN. “Worldwide, there is no bigger consumer of freshwater fish than Cambodia.”

By 2030, multi-national developers plan to construct 11 dams on the Mekong river mainstream, and 77 dams on its tributaries, in an effort to meet the growing demand for electricity in Cambodia, China, Laos, Myanmar, Thailand, and Vietnam.

Electricity demand is already intense, and growing. According to a 2010 hydropower assessment report commissioned by the Mekong River Commission (MRC) - an inter-governmental agency shared by Cambodia, Lao PDR, Thailand and Vietnam - Vietnam and Thailand account for the majority of electricity consumption today and will account for 96 percent of power demand in the Lower Mekong Basin (which consists of Laos, Thailand, Cambodia and Vietnam) by 2025.

With its fish-heavy diet, Cambodia will feel the crunch of the dams as water courses change and fish migration routes are blocked. Attempts to change agricultural practices and diets face major challenges in the fish-dependent country.

A 2013 study led by Cambodia’s Ministry of Fisheries showed that Cambodians eat on average 173 grams of fish per day; the world’s average is five grams. Consumption could drop to 80g per person per day by 2030, the report argued, due to the construction of the dams...

Economic cooperation between Egypt and Ethiopia on the rise

Walaa Hussein in al-Monitor: Cairo is working on resuming the Ethiopian-Egyptian activities that were suspended on all levels. This comes in tandem with the preparations for the expected visit of Egyptian President Abdel Fattah al-Sisi to Ethiopia, and as part of the restoration of dialogue aiming to settle the dispute between the countries over the Renaissance Dam under construction on the Blue Nile. The dialogue was re-opened following the meeting that was held between the Ethiopian prime minister and Sisi on the sidelines of the last African Summit held in Equatorial Guinea

Ambassador Salah Abdel Sadek, chairman of Egypt’s State Information Service, said in an interview with Al-Monitor, “A call has been made to activate the activities of the Egyptian-Ethiopian committee, provided that its meetings will be resumed to look into ways to support relations between both countries, and reinforce cooperation on the scientific, cultural, agricultural, irrigation, educational, tourism, communication, meat industry [and] industrial zones levels.”

In 2006, the Egyptian-Ethiopian committee was formed, presided over by the foreign ministers of both countries, and its respective agreement was drafted. As tensions between Egypt and Ethiopia in the negotiations over the Nile waters flared, the work of the committee came to a halt. Its last meeting was held in 2011 on the sidelines of the visit of the late Ethiopian Prime Minister Meles Zenawi to Egypt, following the January 25 Revolution.

After the suspension of this committee’s work, Zenawi decided to form a tripartite Egyptian-Ethiopian-Sudanese committee to solve the issue of the dam and bring into view the damages inflicted on the two downstream countries. The meetings of the committee, however, were not completed and its activities were suspended as the relations between Egypt and Ethiopia became tense again when the dialogue over the crisis of the dam was hindered, as related to Al-Monitor by an official in the Egyptian Foreign Ministry.

The same source said, “The president’s visit that is being planned will not only involve Addis Ababa, but also a number of the Nile Basin countries, as the president wishes to re-open dialogue with upstream countries over the mechanism of the just use of the Nile water in such a way that does not harm any other country.”...

Egypt to use 'eye-in-the-sky' to monitor their water security

Karen Graham in Digital Journal: Water security in the Middle-East is of the utmost importance. In this region of the world, the use, supply, control, and allocation of water has been politically motivated, as well as a defining issue in many conflicts. Because the Middle-East is an extremely water-scarce region, any loss of a country's water supply would impact the health of the population as well as the bio-diversity and eco-systems of the country.

In most cases, getting a fair share of the water rights from river systems running through or bordering a country is an elaborate process usually accomplished in three stages. First, a country must assert its claim to the water rights. Then they must receive recognition by the other countries who also use the waters. The final step would be a country finally attaining those water rights, but over the years, this last step has usually ended in political strife, so much so that "non-agreed" water sharing has become the reality.

It has been reported in Al-Monitor this week that the Egyptian government, along with a number of Egyptian research institutes, has announced they will start using satellite technology for the development and monitoring of underground water supplies and coastal regions endangered by climate change. The primary motivation in getting a satellite up is Egypt's concerns over Ethiopia's Renaissance Dam impacting their water security.

Alaa al-Nahri, the head of the research department and vice president of the Authority for Remote Sensing, said “Studying the effects of the Renaissance Dam on Egypt is the most important issue for the Authority for Remote Sensing right now. The new satellite’s imagery is expected to yield data and information pertaining to the dam’s design and the volume of water that it will trap, to determine the flow rate of water to Egypt and the direct impact on the valley and the Delta.”....

Hydropower plants partly blamed for deadly India floods

Terra Daily via AFP: Hydropower projects in northern India were partly to blame for devastating floods last year that killed thousands, a government report has concluded, in a warning to other Himalayan nations investing in the alternative energy source.

Floods and landslides caused by early monsoon rains tore through the Himalayan state of Uttarakhand last June leaving more than 5,500 people dead or missing, and destroying villages and towns. The world's second most populous country has turned to hydropower projects in the Himalayas for electricity as it seeks to curb its reliance on coal-fed plants as well as reducing its crippling power shortages.

Pakistan, China, Bhutan and Nepal are also eyeing expansion of hydropower in the Himalayan range to varying degrees, often in ecologically fragile areas. In a report commissioned by the Indian government, a panel of experts said some of the more than 30 hydropower projects had caused a build up of sediment in Uttarakhand's rivers, including soil dug up during construction and dumped on the banks.

r banks, sending tonnes of water as well as the sediment downstream, exacerbating the flooding that washed away roads, bridges and whole buildings. "The damage was due to a combination of the quantity of flood water and the sediment loads carried by the rivers," the report obtained by AFP late Tuesday said.

"Muck (sediment) management is a crucial issue. Current practices need to be reviewed and technically sound and ecologically sustainable ways of muck management in Uttarakhand have to be proposed to protect the people and the terrain from a June 2013 type of situation," it said....

Making dams safer for fish around the world

Tom Rickey at the Pacific Northwest National Laboratory: Think of the pressure change you feel when an elevator zips you up multiple floors in a tall building. Imagine how you'd feel if that elevator carried you all the way up to the top of Mt. Everest — in the blink of an eye. That's similar to what many fish experience when they travel through the turbulent waters near a dam. For some, the change in pressure is simply too big, too fast, and they die or are seriously injured.

In an article in the March issue of the journal Fisheries, ecologists from the Department of Energy's Pacific Northwest National Laboratory and colleagues from around the world explore ways to protect fish from the phenomenon, known as barotrauma.

Among the findings: Modifying turbines to minimize dramatic shifts in pressure offers an important way to keep fish safe when passing through dams. The research is part of a promising body of work that aims to reduce such injuries by improving turbine designs in dams around the world.

PNNL researchers are working with officials and scientists from Laos, Brazil, and Australia — areas where hydropower is booming — to apply lessons learned from experience in the Pacific Northwest, where salmon is king and water provides about two-thirds of the region's power. There, billions of dollars have been spent since 1950 to save salmon endangered largely by the environmental impact of hydropower.

Ho Chi Minh Declaration dodges Mekong dams dispute: rivers group

Medilyn Manibo in Eco-Business: Non-profit group International Rivers expressed disappointment over the unresolved dispute concerning the proposed dams on the Mekong River at the second Mekong River Commission (MRC) Summit held recently in Vietnam.

International Rivers, which works with an international network of organisa
tions that aim to protect rivers and local communities against unsustainable management, said that the actions and statements of government leaders in the region did not clearly denounce the current rush of dams being built along the mainstream portion of the lower Mekong river.

Ame Trandem, the environmental group’s Southeast Asia programme director, explained how the on-going construction of dams pursued by the Lao government poses a threat to local communities and their livelihood.

Government leaders from Cambodia, Lao People’s Democratic Republic (Lao PDR), Thailand and Vietnam presented the Ho Chi Minh Declaration as the outcome of the summit, which concluded on April 5. The declaration set new priorities for the MRC, an intergovernmental body that facilitates regional cooperation agreements between the four member countries.

The actions proposed in this document include expediting the implementation of MRC’s basin-wide studies to reduce negative impacts of development projects in the river, including hydropower, as well as prioritising initiatives on battling the effects of natural disasters and the impact of climate change and rising sea level on the river basin...

New dams signal the end of Kenya's killer floods

AllAfrica.com via the Star (Kenya): The Government has set aside funds to implement a national water harvesting and storage programme in the current financial year. The Ministry of Devolution and Planning and the Ministry of Environment, Water and Natural Resources shall undertake the works through the National Youth Service, eight water services boards, and six regional development authorities."

The dams are coming up in a massive way that could make a huge difference, especially in drought-prone areas. But this is not the first time national policy is driving water harvesting and storage. It has always been in word, with the obvious skews across the last five decades.

The eight water service boards were established under the Water Act of 2002, but their impact has been minimal, with some moribund. Athi Water Services Board and Lake Victoria North Water Services Board have rolled out their water storage plans for the current financial year.

Lake Victoria South Water Services board has put out bids for Oriwo Dam in Kibiri Ward of Karachuonyo Constituency. Coast Water Services Board is also working on Kahindi, Maponda, Madiani, Kwa Kazungu and Kasidi dams, among others, for the water-scarce coast.

Others - Tana Water Services Board,Tanathi Water Services Board, Northern Water Services Board, and Rift Valley Water Services Board are also making similar moves. Lake Victoria South Water Services Board covers one of the areas that suffered a devastating drought over the last year, ending March, with wide coverage in the local media. It is also one of the areas with huge gullies along which water dams could be built, at minimal cost....

Kariba Dam collapse fears and disaster preparedness in Zimbabwe

IRIN: Could fears of the imminent collapse of the more than five-decade-old Kariba Dam on the Zambezi river between Zimbabwe and Zambia spur Zimbabwe into more effective disaster preparedness?

In early March, engineers at a conference organized by the Zambezi River Authority (ZRA, a Zambia-Zimbabwe organization which manages the Kariba Dam) warned that the 128-metre-high dam could collapse, threatening at least 3.5 million people especially in Mozambique and Malawi.

Years of erosion had made the foundations of the dam weaker, said engineers. "Anything is possible, so there is a need to act to avoid risk and minimize panic,” Modibo Traore, head of the UN Office for the Coordination of Humanitarian Assistance (OCHA) in Zimbabwe, told IRIN. The Kariba Dam holds one of the largest man-made expanses of water in the world.

ZRA says the “situation at the Kariba Dam wall is a cause for grave concern”, and “all urgency is expected in order to avert any such catastrophe as dam failure”. It acknowledged the need for major repairs.

Disaster preparedness in Zimbabwe is extremely weak, if the example of recent flooding involving a partially built dam is anything to go by. In February, flooding of the Tokwe-Mukosi dam in southeastern Zimbabwe displaced thousands of people, and forced the government to declare it a national disaster...

Namibia's dam levels up after March rains

AllAfrica.com via the Namibian: Widespread rains over the catchment areas of Namibia's main water reservoirs have boosted dam levels over the past month. While dam levels in the east and the south of the country are now higher than at the same time last year, dams providing water to the central areas of Namibia hold less water than a year ago. The biggest dam providing water to the central areas of the country, the Swakoppoort Dam near Okahandja, has received substantial inflows over the past month, though, lifting its level to close to what it was a year back.

The country's biggest dam, the Hardap Dam near Mariental, was filled to 73,5% of its capacity at the start of this week, after an inflow of more than 85 million cubic metres of water during the previous week. A year ago, the Hardap Dam's level stood at 44,5% of its 294 million cubic metres capacity.

The Hardap Dam now holds almost twice as much water as five weeks ago, when it was 37% full. The country's second largest reservoir, the Naute Dam near Keetmanshoop, was filled to 72,3% of its capacity of 83 million cubic metres of water at the start of this week. A year ago, its level stood at 72,2%. Five weeks ago the Naute Dam was 56% full.

The Swakoppoort Dam's level was measured at 63,7% of its capacity of 63 million cubic metres of water at the start of the week. A year ago, the dam was still 66% full, while its level had fallen to 45% of its capacity five weeks ago....

Congress focuses on dams amid California's drought

Kevin Freking in San Francisco Chronicle via AP: California's drought has sparked a new push by federal lawmakers to create or expand a handful of reservoirs around the state, ramping up a political battle that former Gov. Arnold Schwarzenegger once referred to as a "holy war in some ways." Government agencies have been studying five major water storage projects for nearly two decades, with nothing to show for the effort so far.

Meanwhile, the state's water problems have only grown worse. California has had its third relatively dry winter in a row and court rulings have mandated that more water be released from reservoirs to sustain fish species in Northern California's delta. At the same time, the nation's most populous state, now at 38 million residents, continues to grow beyond the capacity of a water storage and delivery system that was mostly completed in the late 1960s.

This winter is among the driest on record, forcing some communities to ration water and leading farmers to fallow thousands of acres that otherwise would be producing vegetables, fruits and nuts for the nation.

The state Legislature is expected to debate water storage options later this year as it seeks compromise on a multibillion dollar water bond for the November ballot. But California's congressional delegation has provided a jumpstart.

Bills proposed in Congress would authorize a number of projects to expand or create reservoirs. Among the projects are raising the dam at Shasta Lake to store more water in California's largest reservoir, creating a new reservoir in the Sierra Nevada along the upper San Joaquin River east of Fresno and damming a valley north of Sacramento....
