Take steps to minimize flood risk

An editorial in the Poughkeepsie Journal (New York): The mid-Hudson Valley has seen more than its share of flooding in recent years due to severe storms — and natural disasters like Superstorm Sandy have taken their toll on the region. It seems clear Congress is going to be pushed to approve more disaster relief in the future, but there is only going to be so much funding to go around.

The area is not without means — and ways — to combat these issues. But it has to plan smarter and be fully aware of the strategies and programs in place to help. Storm damage is controllable and containable to a degree. Smart planners, environmental groups and geologists have talked about these strategies for years — but it is incumbent on localities and, in some cases, the state and federal government to implement them. They include:
  • Removing storm debris that can block creeks, streams and other waterways. Failing to do so could make the damage from the next storm worse; excess water needs a place to go, preferably to larger waterways and other places that can absorb runoff.
  • Establishing stronger buffers along streams and wetlands. Development along these fragile bodies of water makes it difficult for them to handle the downpours that occur during big storms.
  • Taking regional approaches to flood prevention. Simply put, water doesn’t care about political boundaries. Controlling flooding simply can’t be done on a town-by-town basis.
  • Saving farmland and open space. Development will continue to occur, especially once the economy gets moving again. That is to be expected and should be embraced. But there has to be a balance by strategically saving lands that will do the most good to preserve farming and help mitigate flooding....

Climate change to have serious impact on New York

Hema Easley in LoHud.com (New York): If you lost power after the recent nor’easter or struggled with flooding from Tropical Storm Irene, gear up. There’s more to come. Scientists at some prestigious New York universities say the recent bizarre weather may be a part of a trend in the coming decades as the state faces an outsize effect of climate change because of its northern latitude and geology.

“It’s certainly an excellent example of what is to come,” said Klaus Jacob, senior research scientist at Columbia University’s Palisades-based Lamont-Doherty Earth Observatory, one of several scientists who authored a study on the impact of climate change on New York state. “It has been relatively rare till now. What will be different is that it will be more frequent. Therefore the impact will be more severe,” Jacob said.

The study released by the New York State Energy Research and Development Authority paints a grim picture of the impact, with high temperatures, a rise in sea level, downpours, floods and droughts. The effects of climate change, the study said, could have an impact on every region and facet of the economy by 2080, from farms to subways, local streets and businesses.

Temperatures in New York have risen by 2.4 percent in the last 40 years, more than twice the global average, and the sea level has increased by a foot, surpassing the global average of 7 inches, the study said.

It projects temperatures to rise 4 to 9 degrees by 2080, and the sea level by 8 to 23 inches. But in a worst-case scenario, sea levels could rise by 55 inches and have a dire effect on coastal communities. Though the study's predictions are dire, it says the state has the potential capacity to address many climate-related risks. By doing so it can reduce the impact and take advantage of possible opportunities....

How will sea level rise affect local communities?

Dan Wiessner in Scarsdale Patch: Larchmont is practically underwater. Not the upscale Sound Shore community; this Larchmont is a middle-class neighborhood in Norfolk, VA that's surrounded by the Chesapeake Bay and the mouths of several rivers.

Much of the area is under constant threat of inundation, as the surrounding waters have risen by 14.5 inches since 1930—the highest relative increase in sea level of anywhere on the East Coast. A recent New York Times article called Larchmont "the front line" in the battle against rising waters and detailed the tribulations of local residents and the multi-million dollar projects that may or may not produce a solution.

But how far off is this headache for Westchester's Larchmont and other communities along the Sound and the Hudson River? What does it mean for residents? The potential consequences could affect local utilities, regional commuters, waterfront businesses and local property owners.

"It could happen next summer," said Kristin Marcell, a member of the State Department of Environmental Conservation's (DEC) Hudson River Estuary program, referring specifically to a once-in-a-generation storm that, coupled with rising waters, could wreak havoc on waterfront developments, including homes, roads, train tracks and recreation areas.

…New York Harbor has seen a 15-inch increase since 1860 and a 6-inch rise since 1960, according to the DEC, and the story is the same for the Long Island Sound, where consequences could be grave for the low-lying communities that make up the Sound's 600 miles of coastline.

A new report from the DEC's Sea Level Rise Task Force says the increase in the lower Hudson Valley could be as much as five inches in the next decade and 23 inches by 2100; but, in the case of a scenario called rapid ice melt, in which polar ice caps recede at an alarming rate, area waters could rise by as much as five feet by century's end….
