Health at the heart of climate change agenda

The Hindu: Climate change may trigger the emergence of new and unfamiliar infections and pose new challenges for disease control in Kerala. According to the State Action Plan on Climate Change (SAPCC) prepared by the Department of Environment and Climate Change, the health sector will have to contend with the outbreak of vector and water borne diseases, new breeding sites of vectors, pathogens and bacteria, occurrence of new and emerging diseases, and increase in mortality due to extreme events caused by climate change.

There is a need for Kerala to put health at the heart of the climate change agenda, the action plan states. Observing that the emergence of dengue fever, chikungunya, and other viral diseases are highly sensitive to climate conditions, the document notes that combating these diseases will extract a toll on public health and the economy.

The report warns that climate change can also result in diseases such as Lyme disease and tick-borne encephalitis as well as salmonella and other food borne infections caused, transmitted or harboured by insects, snails and other cold-bloode
d creatures. “When infectious diseases appear in new locations where people lack immunity and health services do not have experience in control or treatment, the effects can be dramatic.”

The report says that people living in coastal regions, waterlogged areas, cities, and hilly areas are particularly vulnerable to climate change....

A proposal to alter crop patterns in Kerala

K. Santhosh in the Hindu: Kerala should think of changing its cropping patterns and systems to combat the effects of climate change, Kadambote Siddique, Director, Institute of Agriculture, University of Western Australia, has said.

On a visit to Kerala Agricultural University, his alma mater, Dr. Siddique told The Hindu that crop simulation models indicated that the area under rice and wheat was l
ikely to decline globally in the coming decades and food grain production was under threat from rise in temperature and rainfall uncertainties associated with global warming.

“Agriculture had been seriously affected by the heat wave of 2003 in the European Union, drought of 2004 in southern African countries, drought in Australia and other wheat growing countries in 2006, and droughts in 2002 and 2009 in India,’’ he said.

He observed that climate in Kerala was fast changing with rainfall during southwest monsoon declining and a rise in temperature being projected in relation to global warming. ‘‘It is predicted that a third of Kerala's biodiversity would vanish or would be close to extinction by 2030. A decline in wetlands is causing floods, droughts, and groundwater depletion. Sand-mining should be checked. There is also an urgent need for an action plan for afforestation and protection of natural forests,’’ he said. He called for new agronomic practices and development of new varieties and breeds. “Despite several biotic and abiotic constraints, agricultural production in Australia increased on account of improved agronomic practices, new varieties, and diversification of farming systems. India too can do it,” he said....

Caught between quarries and sea erosion in Kerala

K.S. Hari Krishnan in IPS: After more than a century of fighting sea erosion by massively dumping granite boulders along the beaches of southern  Kerala state, environmentalists and administrators are beginning to see that this has been a costly and ineffective solution.

Since 1890 when granite blocks were first used to construct a 1.5 km sea wall  near the pilgrim town of Varkala, entire hills have vanished and vast pits gouged out to extract a mineral that is also in high demand by the construction industry.

Ajayakumar Verma, a senior scientist at the Centre of Earth Science Studies in Thiruvananthapuram, told IPS that unregulated quarrying of granite is beginning to have a perceptible impact on Kerala’s unique ecosystem formed of high rocky hills and a network of rivers and backwaters leading into the sea.

Kerala is home to the Nilgiri Biosphere Reserve and the Agasthyamalai Biosphere Reserve, both recognised by United Nations Educational Scientific and Cultural Organisation as regions of  biological and cultural diversity that need protection while promoting sustainable economic development.

“Mass quarrying is a destructive activity which leads to minor tremors. A balanced stone quarrying policy, taking into account the needs of both the construction industry and coastal protection, is needed,” Verma said.

After a 1989 assessment by the Central Water Commission deemed that 480 km of Kerala’s 560 km coastline was vulnerable to erosion, massive stone quarrying work has been going on, using high explosives and heavy equipment. So far, 331.80 km of seawall have been constructed in an exercise that amounts to moving entire hills to the coasts....
